The Municipality of Northern Bruce Peninsula is seeking a qualified security/bylaw enforcement firm to provide
seasonal parking enforcement services as outlined in Bylaw 2024-10. The Contractor will be responsible for
enforcing parking and traffic bylaws, monitoring paid and reserved parking areas, and addressing non-moving
violations. The contract spans annually from May 15 to September 15, 2025, with daily operational hours
from 10 a.m. to 5 p.m., including weekends and holidays. The proposal will be for a three year term.
Contractors are expected to maintain high standards of professionalism, public interaction, and adherence to
municipal policies while providing reliable and consistent enforcement.

The selected Contractor must assign personnel experienced in municipal bylaw enforcement, eligible for
certification as Bylaw Enforcement Officers or Provincial Offences Officers and fully equipped to fulfill the
operational requirements detailed in the RFP. Responsibilities include issuing citations, providing public
assistance, ensuring equipment functionality, and submitting accurate daily reports. Uniformed staff will patrol
designated coverage areas, including downtown cores and parking lots in Tobermory and Lion’s Head.
Contractors must ensure all employees meet safety, communication, and documentation standards.
Proposals must address all specified requirements and include a comprehensive approach, project timeline, team
qualifications, and pricing. Submissions will be evaluated based on scope, experience, professional fees, and
overall quality. Proposals must be submitted electronically by February 21st, 2024, at 12 p.m. local time,
and the Municipality reserves the right to reject incomplete or non-compliant submissions. The contract
award will be contingent on approval by the Municipal Council, and all agreements will be governed by the terms
outlined in the RFP.

To ensure consistent communication, the Contractor and Municipal Representative will hold bi-weekly meetings
throughout the contract term to review performance and address any issues. The Municipality will provide daily
directions to the Contractor or designated staff but expects the Contractor to maintain overall supervision and
